Description The position of Construction Program Manager is a high level position within a dynamic team serving one of the premier Master Plan Housing Communities in the nation.

The individual holding this position is responsible for the SAMLARC Construction Projects Program. The individual holding this position is the key leader for construction projects within the community working in partnership with the contractors, SAMLARC staff, residents, Board of Directors, Community and Sub-Associations and in partnership with the City of Rancho Santa Margarita on high level projects.

The expectation for this individual is to support the Executive and Assistant Executive Directors to meet Board goals and objectives. Additionally, this position exists to ensure effective and efficient day-to-day operations of SAMLARC to support the SAMLARC community vision and PRIDE Program and Merit’s commitment to client, staff and the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Works with staff to implement construction and maintenance projects.
• Align resources as necessary to meet client-servicing needs within budget.
• Ensure contractors adhere to specifications and work is completed in accordance with SAMLARC standards and contract documents.
• Develop Construction Projects Master Plan and implement annual construction projects program.
• Implementation and oversight of all construction projects including specification development, bidding, construction, board approval, and payment authorizations.
• Responsible for Contractor relations.
• Coordination of construction projects with public and private agencies.
• Ensure methods are in place for maintenance of new or renovated facilities.
• Works in conjunction with the Executive Director for Board packet agenda items and compilation.
• Ensure adherence to construction calendar.
• Oversee Construction Program annual budget preparation and adherence to budget line items.
• Ensure budgets, P&L’s and schedules are up to date.
• Attend all company mandatory functions.
• Comply with company policies and procedures.
• Other projects and opportunities as may be deemed needed and appropriate for this position.

SUPERVISORY RESPONSIBILITIES
May be responsible for supervising a Project Coordinator and other Staff as assigned.

• Basic knowledge of Microsoft Applications, especially Word and Excel, Microsoft Project.

EDUCATION and/or EXPERIENCE
• Must possess a college degree.
• Minimum five years construction management experience.
• Experience with lease and installation of modular building for use as business office.
• Five years experience in property management or related field.
• Minimum two years supervision experience.

LANGUAGE SKILLS
• Proficient in English.
• Bilingual Spanish helpful.

MATHEMATICAL SKILLS
Excellent general math skills.

REASONING ABILITY
Excellent reasoning ability and analytical skills.

CERTIFICATES, LICENSES, REGISTRATIONS
CACM designation required (May achieve after employment)
Valid CA driver’s license & auto insurance
